For more than a decade, Gustavo Maia has worked on the frontier between government, technology and state capacity. As founder and CEO of Colab, he built one of Brazil's leading public-technology companies, connecting governments, municipalities and citizens at scale.

As the author of Zero-Click Government, he proposes a paradigm shift: from the reactive state, which waits for citizens to ask, to the proactive state, which anticipates needs, reduces bureaucracy and creates public value with intelligence and accountability.

As a member of the World Economic Forum Global Future Council on GovTech and Digital Public Infrastructure, he contributes to the global discussion on how states can use AI, data and digital public infrastructure to better serve their societies.

He is a columnist at Exame and a frequent voice at forums such as Harvard Kennedy School, the University of Oxford, Stanford, JOTA, CLP and Unreasonable.
